Not sure how he doesn't qualify under the exceptional talent category, seeing as he was being chased by some of the biggest names across the continent. One more year in Spain however, and I believe he qualifies a lot more easily. Might be worth giving him more experience at a high level, as he still looked very raw when I watched him towards the tail end of last season.
If 1 more year in Spain effectively voids his need for a work permit in the future then let it happen Another year of La Liga football every week can only benefit the player anyway

Meanwhile, in one more season he'd probably become a regular in Venezuelan team (he has 2 caps already), so the following year he'd be more easily eligible for the work permit.
The Home Office rules state that it would only apply to players playing more than 75% of matches (when not injured/suspended) for a top 50 FIFA ranked country, Venezuela are ranked somewhere around 80.
His loan at Granada runs until next season anyway. I'm sure Pozzo would have cut it short if a work permit was secured, but I think AP was always going to remain at Granada next season.
I wonder how the Copa America will effect any work permit decision. He's in the squad, likely to play and acknowledged by a large number of media outlets as one of the 'players to watch' at the tournament. Looking at the points based system for players that don't qualify through their nations ranking with FIFA, it appears that getting 4 points would generally get a recommendation from the FA that he receive a work permit. 'The value of the transfer fee being paid for the player is between the 50th and 75th % of all transfers to Premier League clubs in the previous 2 windows' - 2 points. The fee was £8m wasn't it? Not sure of the average but that sounds like it could be between 50% and 75% of the transfers made over the last two windows. It also might make sense why the Pozzo's did it in the first place. 'The wages being paid to the player by the applicant club is in the top 25% of the top 30 earners at the club' - 3 points. I think it's safe to say that he would be in the top 25% earners at the club if he did join as generally we don't have a bloated wage bill at the club. And even if the tier below was where he fell in terms of wages (50-75% of the top 30 earners at the club), that still gets the 4 points that generally results in a recommendation that a permit is granted. Those points plus the fact that he's easily played more than 30% of Granada's total league minutes in La Liga this season, plus his upcoming role at Copa America as supporting evidence should make a recommendation that he get a permit somewhat simple. If these still are the rules (as they were in December 2015), I think there can be a level of confidence that he'll be at the club, if he wants to be, next season.
I'd prefer he stays in Granada another year and secures a Spanish passport. It removes work permit worries from the equation and will only push his future value up significantly.

Penaranda might be playing (maybe), one hour from now, in Jamaica-Venezuela in Copa America. I don't know how long I'll stay awake (match begins at 11PM Italy time), but I'm quite curious to watch him play (if he plays of course) in an important match, probably the only one which is a possible win for Venezuela, as Mexico and Uruguay seem too strong for them.
Came on for the last 13mins or so. Won 3 free kicks, each from going on a direct run. Held the ball up pretty well as well. Definitely didn't have a lot to get into the game but was a pretty good cameo. You can see the potential.
