Slightly related, but not really, amongst some Asian countries being light skinned is considered as being superior/wealthy. Having darker skin is associated with working outside and thus being poorer and of a lower class. I only know this because I used to work with a couple of girls from Bangladesh and India who told me, and who used to avoid going in the sun at all costs for that reason.
Simular to some parts of Africa too I believe. Also I've heard about a weight thing too, the bigger you are the wealthier the family.

Pretty much all South Asian countries have this. "Fair and Lovely" have changed their name to "Glow and Lovely" now in order to move away from the stigma it perpetuated. It obviously won't work, you'll still see job and matrimonial ads looking for "fair" people as they're "better". Heck even I had a one-off experience of this as a person of South Asian descent but dark skinned.
Chinese too. We had a family group of Mandarin Singaporeans on one of our bike tours and the lengths that the older women went to to avoid 'pigmentation' was something to behold.

If we move on the losers that you mention, hang onto Sarr, Capoue and Suarez, sign a genuine improvement at centre half and a long term player of the calibre of Grimes, then yes, it would be a passable response to the disgraces of the past 18 months.
