Cardiff have opened talks with Dijon to sign England U21 centre-back Jonathan Panzo. The former Chelsea academy player back to England. Panzo joined Dijon from Monaco in 2020 and also spent time on loan at Cercle Brugge. He has five caps for England’s U21 side. Is he worth bringing in for the future?

I don’t think it matters. You are allowed 4 max across a whole PL season. Sending one back won’t open up the space for another. It would just open a squad space for a permanent signing or domestic loan (we are allowed 1 more of those).
