Moore, Wood, McBurnie (though would be surprised if he left Sheff Utd), Cannon, Jebbison, Antonio are some names that come to mind.
Fair - would also think with “substantial bid” rather than say “package” we’re looking at a player who would cost a chunk up front. Whereas for Moore, Wood, Antonio it is the wages that would be prohibitive. Not the fee.

Guesses above all seem sensible, and definitely sounds more likely to be an unwanted prem player. Outside of that wondering it could be someone already in the division... Sunderland would still be keen to move Ross Stewart on, Emil Riis is one we've bid for before who's back next month, Sam Gallagher if Blackburn are skint is one we've tried before too. League one theres Clarke Harris, Collins and that Dion Charles, but none seem to fit what we're trying to do at all.
Prolific in 3 of his last 4 Championship seasons, but I can't get that 0 goals in 28 games 2 seasons ago out of my head!

Just to add that of course a bid in itself is nothing. May just be one of many bids we’ve made this summer which have been 50% of the selling clubs required price.
