So - last year we loaned in a bunch of players, everyone hated it - so they changed the rule that said that foreign loans were treated as short term permanent transfers

Last year we could therefore only borrow players from our parents and cousin during the permanent transfer window

Non Premier league clubs have a loan window which opens a week or so after permanent window closes - however because overseas loans up to that point were treated as permanent transfers - we could only loan domestic registered players

So - if the rules have now been aligned - does that mean that we will be able to loan in players from abroad when the loan window opens - within the new restricted limits of course?

They're still treated as permanent transfers, the only thing that has changed is the limit has been imposed in the number of loans in a matchday squad.

Emergency loans are an English quirk in the transfer window rules and don't allow for international loans.
