Don’t understand how the penalty wasn’t given before their second. I thought under the new rules, intentional or not doesn’t come into play anymore? If it hits the players and the arm is x amount of inches away from the body then it’s a pen. Am I wrong?

 

It's if the arms are in an unusual position. Up to officials to decide.
