Is there a mechanism whereby a pitch can be reported as unsuitable for Test cricket in the way county pitches can be?

Good point. I don't think so. But now there is a sort of league structure (not that anyne cares) it would make some sense.

It's frequently suggested that groundsmen/curators prepare pitches to suit the home side.
