FA discussing replacing current points system/exceptions panel appeal system with a rule where clubs receive a certain number of foreign players they can sign regardless of the number of points, based on the percentage of minutes played the previous season by English qualified players. Would be an interesting shake up and make it easier to sign foreign talent outside of the big leagues.
Sure we have heard this before and nothing has happened- probably because the clubs fight against it .
It's more the FA who fight against it I believe, clubs want as little restrictions as possible as to where they can recruit from!
