I find that bit particularly interesting. I assume that means the signings can only take place if their club/clubs fail to make the Champions League proper. So which players (a DM & a winger) currently involved in CL qualifying matches might we be in for? (I'm guessing Ledesma is one of them unless he is no longer a Lazio player?)
If we're looking at homegrown, is it possible that any Celtic players are being considered? Some players may want to stay at Celtic only for European football so may leave for bigger leagues if Europe is gone?
Are there actually any Celtic players we would be interested in? Looking at their best players, Van Dijk, Ambrose, Gordon, Izaguirre all play in positions that we're well covered and Griffiths is clearly not a Premier League striker. Commons is 31 and has never played in the Premier League. Scott Brown could be a decent player for us but he's 30, presumably on a decent wage as Celtic captain and (as far as I know) he wouldn't count as homegrown, having spent his whole career in Scotland.

It doesn't really matter if the rules are correct on Football Manager, though I've no doubt that they are. What matters is that, in real life, only players who trained at English or Welsh clubs are counted as homegrown.
Would surprise me. Udinese bought him in to replace Allan, seems silly to then decide to move him to Watford.
