A referee is supposed to be sure when awarding a penalty. The arm across his chest would have been invisible to the ref and to the linesman if you check their positions. Deloufeu definitely then pulled him down by the arm. The ref with, of course, no replays nor VAR, was right not to give it. People are correct, however, to point out that an arm across the chest is against the rules and that it is largely ignored by refs, as is shirt-pulling.
I watched a tv programme with Dermot Gallagher explaining why it wasn’t a penalty as Del Boy grabs Luis arm and pulls him down but the rest of the pundits were all for the pen as how the ref could see that was beyond them.
