I may be being naive, but I can't see anything in what Silva has said or in the way he and (more importantly) the team conducted themselves yesterday that suggests anything other than he is staying.
I agree - if he wanted to go he would just resign, and throw a fit like players do. I remember Robbie savage engineered a move to join up with Mark Hughes. The fact that he says he can do nothing about Everton approaching Watford asking permission to talk to him. And that he can do nothing about Watford saying no you cant speak to him. Both facts are beyond his control, and he is correct to say that this is football. Her has been diplomatic. Everton fans want him to say he is desperate to join a big club and is flattered by the attention and Watford fans want him toi say he is happy to stay and see out his contract. Both are frustrated that he has played a straight bat. I bet he goes though in January.

Shouldn't this be on the Everton fans' forum? Anyway, If this guy is responsible for "questionable decisions, lack of leadership, and dressing room clashes" he sounds perfect for Everton, though he'd have serious competition from Mazzari.
