Now that Venezuela are just one place outside of the GBE scope, special considerations could be made and Pendaranda does qualify having played in more than 75% of Venezuela's competitive matches.

He hasn't. He's only played 4/10 in the last two years, and no games at all for over eighteen months. His last appearance in a competitive game for Venezuela was March 2017.
You could be right, as I only checked quickly, however, when I checked I saw he made his debut in 2016 and has 12 caps already.
Even more bizarre, since his last appearance in 2017 for Venezuela he has made the grand total of 13 appearances at club level. They must surely be desperately short of players?
OK without the use of internet searching see if you can name a Venezuelan who you would pick above Penaranda is his position that is not already in the squad. I tried and in a very short amount of time agreed with your conclusion.
